Youth Protection and Safe Environment Policy

1. Purpose

The Sin City Repeater Group, Inc. (“SCRG”) is committed to maintaining a safe, structured, and accountable environment for all participants, including minors. SCRG is not a youth organization. Minors may be present only under direct parental supervision. SCRG does not provide supervision or programming for minors.

The presence of minors introduces additional responsibility and risk. Accordingly, SCRG adopts this policy to:

  • Prevent misconduct before it occurs
  • Establish clear behavioral boundaries
  • Ensure immediate and appropriate response to concerns

SCRG maintains a zero-tolerance approach to abuse, misconduct, or boundary violations involving minors, consistent with recognized safe environment standards .

2. Definition of a Minor

A minor is any individual under the age of 18.

3. Organizational Position

SCRG is a 501(c)(3) nonprofit educational organization and not a youth-serving organization.

Participation by minors is:

  • Incidental
  • Limited
  • Strictly controlled under this policy

SCRG does not provide youth programming, supervision, or custodial care.

4. General Rule: No Unsupervised Access

  • Minors may be present at SCRG activities only under the direct supervision of a parent or legal guardian
  • At no time shall a minor be left alone with an unrelated adult acting in an SCRG capacity

5. Two-Deep Interaction Standard

  • No adult member shall engage in one-on-one interaction with a minor who is not their child or legal dependent
  • All interactions must occur:
    • In a group setting, OR
    • In the presence of a parent or guardian

Private, isolated, or concealed interaction is prohibited.

6. Communication Boundaries

SCRG members shall not:

  • Initiate private communication with minors (text, email, social media, radio, or otherwise)
  • Maintain ongoing direct contact with minors outside of a supervised setting

All communication involving minors must include:

  • A parent or guardian, OR
  • A public or observable environment

7. Physical and Environmental Boundaries

  • No adult shall transport a minor alone in a vehicle under SCRG activities
  • No overnight activities involving minors are permitted unless the parent or guardian is present
  • No closed-door or isolated environments are permitted

SCRG activities involving minors must be:

  • Observable
  • Interruptible
  • Accountable

8. Prohibited Conduct

The following are strictly prohibited:

  • Any form of abuse, harassment, or exploitation
  • Inappropriate language, jokes, or content involving minors
  • Providing alcohol, drugs, or controlled substances to minors
  • Any attempt to isolate, groom, or develop a private relationship with a minor

A single violation may result in immediate removal.

9. Screening and Participation Restrictions

SCRG reserves the right to:

  • Restrict or prohibit any individual from participating in activities involving minors
  • Deny access based on prior conduct, reputation, or risk assessment

This includes individuals:

  • With a history of misconduct
  • Under disciplinary action
  • Determined to present a risk to minors

10. Reporting Requirements

Any member who observes or suspects:

  • Abuse
  • Boundary violations
  • Inappropriate behavior involving a minor

must report it immediately to SCRG leadership.

SCRG will:

  • Take all reports seriously
  • Escalate to appropriate civil authorities when required
  • Cooperate fully with any investigation

Failure to report will result in removal from SCRG.

11. Response and Enforcement

SCRG may take immediate action, including:

  • Suspension
  • Revocation of membership
  • Removal from SCRG activities and systems

SCRG is not required to delay action pending investigation.

12. Parental Responsibility and Presence of Members’ Children

Minors who are the children or legal dependents of SCRG members may be present at SCRG activities under the direct supervision of their parent or legal guardian.

In such cases:

  • The parent or guardian retains full responsibility for the minor at all times
  • SCRG does not assume custody, supervision, or duty of care for the minor
  • The minor shall not be placed in one-on-one situations with unrelated adults
  • All provisions of this policy remain in effect

The presence of a minor at an SCRG activity does not:

  • Convert the activity into a youth program
  • Create any obligation on the part of SCRG to provide supervision, instruction, or care

13. Acknowledgment and Compliance

All SCRG members are expected to:

  • Understand this policy
  • Comply fully with its provisions
  • Exercise sound judgment consistent with its intent

Participation in SCRG activities constitutes acceptance of this policy.
